UI DPI scaling. + optional fullscreen changed to borderless

Update:
DX 9 has been rewritten to approximately 80% DX11, real DX11, not a wrapper. FPS is already more stable and more CPU utilisation is possible. Memory usage is pretty much the same. Multithreading is still disabled until everything is running smoothly.
+ Speedtree upgrade
+ Better shadows
+ More map view
+ Ambient light
+ Better Vulkan support for Linux. - Tested
+ Tested with : intel igpu - normal AMD setup + Notebook with Optimus.

Why DX11?
DX9 is good, but unfortunately very old, and it is very limited in terms of performance and graphics capabilities.
DX11 has been around since 2009, nobody uses a system with Windows 7 anymore, and Linux has full Vulkan support, so there will never be any problems. And Yes, it was really a lot of work.
