[C++/Py] Restore windows from out of screen

*Descriere: This improvements will allow you to bring back to the game those windows which you accidentally moved out from the game screen.
If you drag out a window any side of the game a button will appear there and if you click on it, the missing windows will come back.
The idea is great but not mine, the original version is coming from another forum, but that guide was not clear and might not a working one, this why I had to change and make it work.

Awesome, I personally fixed this by blocking the drag afer 50% of the window is out of the client.

But your solution works too!
