If the deletion only marks the character as inactive in the database, it can be easily restored. However, if it was permanently deleted without a backup, it cannot be recovered. I recommend checking the database player (specifically the player table) to see if the data still exists.

Do I just need to remove the deleted character from the player_deleted table and add it to the player table, and then fill in the character's ID into any pid field in the player_index table to restore it?

1. Move the character from player_deleted to player:
